El presente artículo tiene por objeto el estudio de la problemática jurídica que ha suscitado a lo largo de la reciente historia de los Estados Unidos la posible constitucionalización de la estabilidad presupuestaria, analizando las repercusiones de ésta a través de las experiencias estatales y del complejo marco institucional de la democracia norteamericana a nivel federal. Worldwide interest and support for worker cooperatives at all levels, from global to local are increasing. The 2030 UN Agenda, Goal 8 aims to promote “sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all”. Even so, worker cooperatives are still rare in the United States. Even though the access of workers to capital has been promoted in some countries for over centuries, Governments and public bodies have started to promote it worldwide, as in previous occasions, more particularly as an aftermath of the Great Recession, usually in the form of worker cooperatives.However, workers’ access to capital in the USA in the form of worker cooperatives is still surprisingly rare. The state election of 2006 in Rheinland-Pfalz resulted in a (bare) majority of seats for the SPD, which allows the party to govern alone for the first time in the history of the state. The CDU, on the other hand, received slightly less than one-third of the vote, an all-time low in its former stronghold. This result was by and large determined by factors at the state level.
